Unified Network Phase I and II

June 4, 2014

Tony Young, Deputy Chief of Staff, Office of the Governor

At the request of the chairpersons of the Corporations, Elections and Political Subdivisions Committee, the Department of Enterprise Technology Services (ETS) is providing an update on the progress related to the Unified Network.

Unified Network

In October 2013, ETS provided a briefing to the chairpersons on the proposed Unified Network Project. As you know, the Project was funded for FY15-16 and phase 2 operations will begin after July 1, 2014.  Below are updates on the identified success criteria:

Phase I Success Criteria:

  • Get ethernet technology in EVERY county in Wyoming

    • Twenty-two counties are now served with ethernet capabilities through at least one of our providers.

    • Gigabit ethernet technology was deployed in Goshen county, dramatically increasing capabilities to that service area.

    • Sublette County is the final county to deploy and we have signed a contract for Gigabit ethernet. The construction should start soon and we hope to complete deployment by the upcoming school year.

  • Get all districts on high speed, scalable ethernet connections

    • All districts have ethernet connections. Not all facilities are served directly, depends on location of the sites.

  • Get ethernet technology to every school where it is economically feasible

    • 193 of 296 education sites now have ethernet connections.

    • 103 locations are served through other network services.

  • Enhance partnership with UW by joining the BiSON Ring

    • The connection to the BiSON ring in now in place.

    • We are finalizing the technology to begin routing traffic over the ring and hope to complete with 30 days.

  • Extend research access to Internet2 and the National LambdaRail

    • This item is pending completion of the above connection.

  • Connect to Front Range Gigapop to peer with partners like Google

    • This item is pending completion of the above connection.

Phase II Success Criteria: (Starting July 2014)

  • Create redundant 100 Gigabit ring for reliable high speed network support

  • Remove single point of failure in Cheyenne

  • Remove choke point for capacity currently holding back schools and agencies

  • Enhance abilities to deploy IPv6 and Bring Your Own Device (BYOD)

  • Provide secure connections to private data centers within Wyoming, but only while they are serving schools and agencies

  • Provide schools with the ability to partner with Wyoming companies to streamline IT for advanced innovation and savings

Phase 2 is expected to begin upon legislative approval with a goal of completion by August 30, 2015.

Phase 2 Perspective Timeline
Continue phased implementation of key infrastructure.

  • Build out of core locations in Sheridan, Basin, Casper, Riverton, Jackson and Rock Springs

  • Contracts for the 100 Gigabit (Gb) connections are awarded with work orders to be issued after July 1, 2014

  • Aggregate points serving each region have been identified

  • Phase migration of end run circuits from Cheyenne to aggregate points

A third party architecture review is underway involving two independent vendors.
