At the request of the chairmen of the Joint Education Committee, the Department of Enterprise Technology Services (ETS) is providing an update on the progress of the P20 Statewide Longitudinal Data System (SLDS) infrastructure development.

“Update on the SLDS infrastructure development RFP together with a proposed schedule for completion of tasks associated with SLDS development and proposed funding sources for task completion.”

Maintaining and supporting efforts for the Wyoming P-20 Statewide Education Longitudinal Data System

  • In December 2012, a Needs Assessment for the P20 SLDS was completed. This information is being used to inform the ETS FY 2015-16 Biennium Budget request.

  • As the governance body has been informally meeting pending finalization of the structure and approval by the Governor, the Request for Proposal (RFP) for Phase I is being drafted.

  • The RFP for the Phase I development of the infrastructure of the P20 SLDS will be released the first part of October 2013. The following tasks are being completed:

    • Gathered proposals and best practices from other states and national experts

    • Opened review period for consideration with key stakeholders

    • Facilitated and conducted meetings on the P20 entities’ infrastructure to be able to architect the system to meet Wyoming’s unique needs

    • Solicited feedback from architects on security and privacy requirements

    • Gathered input from P20 Task Force and other stakeholders on the design outlined in the RFP

  • Phase I of the P20 SLDS includes 5 objectives:

    1. Account management structure - Integration with existing state directory services solution managing organizations, users and roles (Currently under development for the Educator Credentialing, Assignment Validation and Reporting System);

    2. Identity management services - Build solution to manage the linking of records longitudinally and across sources;

    3. Data load, link and synchronization solution - load the predetermined data elements into the Identity Management solution;

    4. Security & Privacy framework - Personally Identifiable Information (PII), security and data access layer framework; and

    5. Reporting framework - Design for implementing Business Intelligence tools.
