Rick Fortney, Deputy Chief Information Officer (CIO) for the State and Deputy Director for Enterprise Technology Services (ETS)

As Deputy CIO, Rick works to coordinate technology services for all Executive Branch State agencies along with other branches and levels of government in Wyoming. As Deputy Director of ETS, he provides leadership and support for ETS staff. Rick has over 40 years of experience providing technology and management solutions to banking and government agencies. With 30 years of experience as the Director of IT, GIS, telecommunications, and electronic security for county government he is helping ETS to mature in IT service management. 

Donovan Alonzo

Donovan Alonzo, Administrator Office of the Chief Information

Officer (OCIO)

Donovan facilitates Business and Financial Services, Enterprise Planning and Design, and Learning and Communications for the Office of the CIO. With over 20 years of demonstrated leadership skills, Donovan has expertise working in the information technology, manufacturing, and government sectors. A Cheyenne, Wyoming native, Donovan enjoys spending time with his wife and five children.

Jason Miller

Jason Miller, Administrator Information Technology Operations
Jason facilitates Networking, Telecom, Systems, and Application Development. Prior to his leadership role, he managed the State Unified Network team for 6 years. Jason has championed efforts to develop and deploy a state of the art network for the purpose of providing the best available connectivity to State and K-12 organizations. Jason is looking forward to the potential maturation of satellite and terrestrial-based connectivity and eagerly learns about all options for Wyoming.

Drew Dilly

Drew Dilly, Chief Data Officer

Drew has over 20 years of leadership experience in technology and over ten years of experience with Wyoming State government. When not enjoying data, Drew likes to spend time with his family and take part in the great outdoor opportunities provided by our state.

Kirsten Anderson

Kirsten Anderson, Chief Financial Officer
Kirsten holds a CPA license and has worked in accounting and finance for over 20 years, beginning her career in the IT sector. Kirsten has held various professional and volunteer roles that highlighted her leadership skills. Kirsten is a member of the Association of Government Accountants in the Denver chapter. Outside of work, she enjoys spending time with her husband and three wonderful kids.

Julie Ausbrooks

Julie Ausbrooks, 
Human Resources (HR) Manager
Julie has over 25 years of experience in Human Resources, benefits, and training. She has helped implement change management processes integrating web-based HR management systems in the private sector. Julie's strengths include performance management strategies, staff development, guidance on State and Federal labor laws, and improving employee relations. Julie holds the Society for Human Resource Management certification as a Certified Professional in Human Resources and a Bachelor's Degree in Human Resources from CSU-Global. Julie enjoys traveling on bike trips, listening to music, and spending time with friends and family.

Tim Walsh

Timothy Walsh, Chief Security Officer (CSO)
As CSO, he is responsible for developing and implementing a statewide information security program, which includes procedures and policies designed to protect enterprise communications, systems, data, and assets from both internal and external threats. Tim has over 15 years of experience in information technology and security. Tim understands the importance of staying up-to-date with security industry trends and technologies. Tim continually strives to grow professionally and personally to help foster his commitment to the profession he loves and the people he supports.

Krissie Peterson

Krissie Peterson, Executive Assistant/Office Manager
Krissie provides support for the OCIO, ETS Leadership, and ETS staff. Krissie manages all day-to-day administrative work and manages to keep all three sections organized. Krissie also finds time to coordinate and facilitate IT Governance meetings for the state.
